The Spanish Space Agency (AEE) has launched a preliminary public consultation on the Draft Space Activities Act, an important step in defining how space activities will be regulated in Spain in the future.
The aim of this consultation is to gather opinions and proposals from citizens, companies in the sector, social organizations, and anyone else who is interested. Participants are invited to contribute ideas on the issues that the law should address, its necessity and timeliness, the objectives it should pursue, and possible alternatives that could be considered.
Current space regulations are based mainly on international treaties and outdated provisions that no longer respond to the challenges of the moment. The growth of the sector, with phenomena such as satellite constellations, reusable launchers, and suborbital tourism, makes updated and consistent legislation necessary.
The preliminary draft is intended to be a key tool for regulating and promoting space activity in Spain. Its main objectives are to establish a single authorisation system, strengthen safety and sustainability in line with future European regulations, modernise the Spanish Space Objects Registry, define a clear framework for insurance and financial guarantees, promote national industry and research, regulate spaceports and space infrastructure within Spanish territory, and specify exceptions applicable to defence activities.
Contributions can be submitted until 5 December 2025.
